I have to travel a good bit to eastern NC on business, so I've tried a bunch of different routes.
If I wasn't meeting up with people on Wednesday morning, I would take I-81 S through Martinsburg, WV and Winchester, VA. However, I would be starting from Hagerstown on the western side of the state.
If you're closer to Frederick/Gaithersburg/Rockville, the quickest route would be to take US-15 S to US-17 S and follow that to I-95 S near Fredericksburg, VA. That will let you bypass DC and all its associated construction.
From the Baltimore area, though, going all the way west to I-81 or US-15 might add more time to the trip than is necessary.
